Through the interaction of a spatial plan (where are new projects conceivable and where not?) and an assessment tool (what requirements must a new project meet?), the Height Development Concept for Cologne’s Inner City (HEK for short) provides the basis for controlling future height developments in Cologne. This enables the city to consolidate strategic goals for urban development on the one hand and define transparent and binding rules for all stakeholders on the other.

The height development concept was developed and created on behalf of the City of Cologne by ASTOC ARCHITECTS AND PLANNERS (Cologne/Karlsruhe/Basel) together with urbanista (Hamburg).

In the run-up to the decision by the Cologne City Council planned for the 4th quarter of 2024, a public online participation will take place between August 8 and 30, in which the contents of the HEK can be commented on.

The contents of the height development concept will be presented and discussed at a symposium on August 22. The following experts will take part: Peter Füssenich (Cathedral Master Builder), Prof. Dörte Gatermann (Supergelb Architekten), Markus Greitemann (Alderman for Planning and Building), Andree Haack (Alderman for Urban Development, Economy, Digitalization and Regional Affairs), Eva Herr (Head of the Urban Planning Office), Arne Hilbert (Art-Invest Real Estate Management, Managing Director), Niklas Kienitz (Deputy Chairman of the Urban Development Committee, CDU), Klaus Küppers (PANDION Real Estate Management, Managing Director). Chairman of the Urban Development Committee, CDU), Klaus Küppers (PANDION Real Estate, Managing Director), Ruth Orzessek-Kruppa (former Head of the Düsseldorf Urban Planning Office), Sabine Pakulat (Chairwoman of the Urban Development Committee, Bündnis 90/Die Grünen), Prof. Matthias Sauerbruch (sauerbruch hutton) Dr. Thomas Werner (City Conservator) and Peter Berner (ASTOC ARCHITECTS AND PLANNERS, Managing Partner).
